Excluded the versions also from build in .github/workflows/copr_build.yml

Hi, we can exclude fedora completely, since there is no active Fedora version that runs sssd-2-8 branch.

But we just agreed to drop CI for sssd-2.8 completely, no?

debian fails with

checking for LDB... yes
checking for ldb.h... no
configure: error: LDB header files are not installed

Ad: "> debian fails with ..." I did not poke at the debian so whatever is wrong was broken before.
